Leslie takes Tom to the Eagleton Reservoir to tell him a new idea she cooked up: now that Pawnee has access to the Eagleton water supply, they can introduce fluoridation to the Pawnee water supply to improve the health of Pawnee residents. Tom is distracted though; now that he's sold Rent-a-Swag, he feels like he's not living up to his business potential. If only Leslie could find a way for Tom to incorporate his business savvy into his job at the Parks Department...
Meanwhile, Ron and Chris are debating parenting techniques. After Chris learns that he purchased a poisonous baby crib, he decides to take a lesson from the Ron Swanson school of parenting. He asks Ron to teach him how to make his own handmade baby crib. Ron happily obliges and they head off to Ron's woodshop.
Meanwhile, Leslie introduces her fluoridation idea to the city council and Jamm promptly shoots the idea down, since fluoride in the town's water supply would hurt his dental practice. Leslie presents the idea at a town hall meeting, but Jamm beats her again by convincing the easily manipulated Pawnee residents that fluoride is a government mind control conspiracy. Leslie will have to get creative to beat Jamm this time. Suddenly, she has a "Eureka!" moment: she can utilize Tom's business savvy to re-brand the fluoride idea and make it more appealing to Pawneeans.
After building a new website for the Eagleton animal shelter, April decides that they should assign spirit dogs to every member of the Parks Department. The meeting is going swimmingly until April says that Donna is best represented by an adorable poodle. When Donna adamantly disagrees, April decides to devote the entire afternoon to discovering who Donna really is.
During the crib-building lesson, Chris takes Ron's instructions as parenting metaphors. Ron constantly reminds Chris that he's simply teaching Chris how to build a crib, but the clarification doesn't seem to stick with Chris, who feels desperate for any guidance to fatherhood. After a frustrating day at the wood shop, Ron presents his finished baby crib to Chris, along with a word of support: any man who worries about his future child as much as Chris does is sure to make an excellent father.
Jamm continues his slanderous campaign to destroy Leslie's fluoridation idea by hiring the Sweetums Candy Factory to replace Pawnee's water supply with sugar water. Leslie and Tom counter by presenting fluoride as a hip, trendy new water additive, "an app for your mouth."
Leslie finally beats Jamm at his own game with help from Tom, who may have finally discovered a way to use his business sensibilities in his current job. Unfortunately, Leslie's slandering of Sweetums as a peddler of sugary poison has cost Ben his job, but he's not upset about it. In fact, he's excited to be out of that hellhole once and for all.
After racking her brain for an entire day, April finally identifies Donna's spirit dog. It turns out Donna isn't a dog at all; she's a cat, whose trust must be earned before she opens up. Donna is flattered by the effort April has put into the activity and pleased with her conclusion. Today was a day of friendship and bonding in the city of Pawnee!
