April is preparing for her weekly Skype chat with Andy in London, but she's surprised when Andy shows up in person. He tells April that he decided to take a quick vacation because he needed to see her in person, but April soon discovers that Andy is actually panicked and nervous because he doesn't know what he's doing.
Although Leslie must deal with typical Jamm behavior in every city council meeting, she still manages to find time to organize an epic early-'90s-themed roller rink birthday party for Ben. It's the best birthday Ben could ever ask for, especially because he has a thing for women in roller skates. Everyone arrives at the party in their '90s costumes. Tom is in full Kris Kross garb, Ann is dressed as Blossom, and April dresses as a pilgrim, pointing out that Leslie never specified which '90s was the party's theme.
Just as Leslie and Ben are preparing to depart for the birthday party, Leslie learns that Councilman Jamm has organized a special city council meeting in order to pass a bill that prevents former Eagletonians from voting in Leslie's recall vote, a move that will ensure her defeat. Leslie decides to combat Jamm's jam by staging an epic filibuster to prevent his vote from transpiring.
Back at the roller rink, Tom and Nadia, his new doctor girlfriend, hit it off, and he spends the entire party trying to win her a giant stuffed bear. He fails in his mission, but the two of them have a great time together. April and Andy have a heart-to-heart about Andy's predicament, and April manages to assure him that nobody ever knows what they're doing in their job. They all just fake it until they figure it out. Rejuvenated and ready to handle his responsibilities again, Andy reluctantly heads to the airport to return to London.
Meanwhile, thanks to Donna, Ron becomes obsessed with a deer hunting video game, but he complains that it's not real enough. Ron and Donna leave the party and head out to the woods for some real-life moonlight buck hunting.
Back at City Hall, Leslie struggles to pull off the filibuster. The biggest problem is her uncontrollable bladder. Nonetheless, she manages to prevent Jamm's bill from being voted upon until the end of the session, so the filibuster is a smashing success. Ben doesn't even mind missing his own birthday party, because seeing his girlfriend filibustering on roller skates is a weird fantasy come to life for him.
Unfortunately, Leslie learns after the filibuster that Pawnee's Eagletonian residents have nominated Ingrid De Forest to run against Leslie in the recall election, which means that she'll have the advantage with her former constituents. Still, it was a well-played filibuster!
