A young girl in foster care is found beaten to death in a construction site. At first, it appears the construction worker who befriended the girl is the culprit. Once he's cleared, the evidence points closer to home, to someone living within the foster residence. The detectives focus on the slightly retarded teen boy who is the grandson/son of the mother and daughter who run the home.
