Sex offenders, whose names and identities are public record due to Megan's Law, are the victims of a serial killer. SVU investigates and immediately assumes that one of the victims is carrying out some sort of vigilante justice. Though it later appears it might be the leader of a neighborhood watch gone amok, the killer turns out to be a social worker who fears the offenders will spread the HIV virus as her attacker did to her.
