The creator of an internet web site that assists runaways is taken hostage by a distraught father desperate to find his missing daughter. Cragen who is a skilled hostage negotiator diffuses the situation by telling the troubled man he will investigate. Story eventually leads to the rave party culture in NY and teens being filmed having sex and doing drugs. We will meet Belzer's new partner (Ice-T), who will be a former narc and will be a bit of a rogue hero.
