Building 26 has been defeated. The "underground railroad" that once smuggled fugitives away from the government has been shut down, and its one-time protector, former Marine and government agent Rachel Mills, has settled into a new life as a small-town cop.

Her mother, Leona, arrives with a special request: let her move in with Rachel and make up for the years they lost after Leona faked her suicide. Rachel agrees reluctantly. But little does she know, their strained personal history will be the least of their troubles.
