It's good to question yourself before making decisions. Make sure you have covered everything you can, and be very thorough. This sometimes produces anxiety, which is natural, but after a while your instincts will become sharper and you will deal with decision making with more confidence. Experience is what builds confidence, but being thorough to begin with will alleviate a lot of your anxiety.
One way to deal with procrastination is to give yourself a deadline. Then, if you find it isn't enough time, give yourself more time. That way, you will keep the momentum moving forward, while avoiding rash decisions.
